Chilquinta is the main power distributor for Chile's Region V, which comprises approximately 1,960 square miles and includes the city of Valparaiso. Chilquinta's concession licenses have no expiration dates. Under the Chilean regulatory framework, Chilquinta's tariffs are subject to a four-year review cycle, the most recent of which was conducted in November 2008. Chile has a well-established, independent regulatory structure. Rates are regulated through an autonomous technical agency, the Comisión Nacional de EnergÃÂa, or CNE. The tariff includes three major components: (i) a capacity and energy charge, which is passed through to the end customer, (ii) a value-added distribution charge, which includes regulated returns on assets, operating and maintenance charges and an allowance for distribution losses and (iii) a transmission charge and sub-transmission surcharge. Following the enactment of Short Law II in Chile in May 2005, prices with respect to new contracts between generators and distributors for the supply of electricity to regulated clients from 2010 and thereafter are now determined through competitive tenders by distributors.
